ASX's CHESS replacement reaches Drop 3 as corporate-action scope comes under pressure

Clearing, payments and registry functions are now in industry testing. ASX is considering moving some Drop 5 scope into Drop 6 and has named the TMX–Cboe deal as a readiness risk.

ASX has deployed the third functional drop of CHESS Release 2 to its industry test environment, ITE2. Clearing, payments, issuer-sponsored holdings and registry processes are now available for participants and software providers to test.

Papers for the CHESS Project Technical Committee meeting on 8 October show that deployment finished on 6 October. They also show that the next stages of the build are under strain.

Defects and testing

According to the committee pack, 46 external defects were open in Drops 1 and 2 when the Drop 2 testing window closed. Drop 3 fixed 35 of them. ASX assessed that none of the remaining 11 blocks settlement, registry or corporate-action processing.

Software provider engagement is rising but uneven:

  • Drop 1: 16 of 24 providers (67%) have started testing all available Drop 1 ISO messages. Several are seeking exemptions for specific account messages.
  • Drop 2: 19 providers (79%) have started testing Drop 2 messages, and 18 have received successful responses. That is five more than at the August working group.

ASX also noted relatively limited industry testing of linked settlement scenarios.

Schedule pressure

Drop 4 covers change of controlling participant, portfolio transfers, holding adjustments and batch payments. Its testing began in late September, “later than anticipated due to the prioritisation on Drop 3”, and is targeted to finish by December 2026.

Drop 5 covers corporate actions and collateral. Its requirements are signed off and build began in September. Given its “size and complexity”, ASX is assessing whether non-critical items can move to Drop 6 to protect the schedule. Drop 5 technical documentation is due in late October.

A recommendation on corporate-action election functionality has been deferred to the Business Committee meeting on 10 December, to address concerns raised by share registries.

The risk register lists several risks at medium residual exposure:

  • “Industry Readiness may be impacted due to TMX CBOE acquisition”. ASX says it will assess re-platforming plans once details are confirmed.
  • Delays to the rules consultation. ASX plans to start consulting on its Operating Rules in April 2027 and give the industry three months to respond.

Cutover

ASX proposes that Release 2 go live over a single weekend. The market closes on Friday, ASX migrates and deploys, participants make their changes, and business resumes on Monday.

Implementation dress rehearsals will be mandatory for all CHESS users. Early industry rehearsals are scheduled for June 2028, and rehearsals are intended to run across weekends in Q4 2028. ASX has proposed four cycles of parallel testing.

A “Timeline Checkpoint 2” survey of software providers and CHESS users is planned for early to mid November. It will test confidence against accreditation, operational readiness and go-live milestones.

Why it matters

Delivering Release 2 in drops appears to be working on defects: most of the Drop 1 and 2 issues were cleared in a single release. The pressure is moving to the business processes that matter most to issuers and custodians: corporate actions, collateral and registry workflows.

A single-weekend cutover leaves little room for a lagging vendor. The checkpoint survey and the 10 December corporate-actions decision are the next signs of whether the timeline holds.

ASX has itself flagged the TMX–Cboe acquisition as a readiness risk, so affected participants should watch for any re-platforming plans that come out of it.
