EU T+1 framework complete as ESMA finalises allocation and confirmation guidelines
Electronic, machine-readable allocations and confirmations become mandatory on 7 December. The coordination committee's minutes describe a slipped Swift release, uneven CSD readiness and testing organised locally.
With a year to go before the EU moves to T+1 settlement on 11 October 2027, ESMA says the regulatory framework is “now ready”. On 16 October it published its final report on revised CSDR guidelines on standardised procedures and messaging protocols between investment firms and their professional clients. It is urging firms to “begin testing as soon as possible throughout the trading and settlement chain”.
“The date is known, the roadmap is clear,” said ESMA chair Verena Ross. She called T+1 “one of the most impactful recent market structure initiatives”.
The 7 December deadline
The guidelines explain how firms should meet the allocation and confirmation requirements in the amended RTS on settlement discipline. The first deadline is 7 December 2026. From that date, ESMA says, the following become mandatory:
- “electronic, standardised communication channels and international messaging standards”
- “machine-readable communication methods, except in cases of temporary technical disruptions”
The requirement applies to investment firms and their professional clients. Asset managers therefore need electronic allocation workflows in place with every broker, more than ten months before the settlement cycle itself shortens.
Inside the coordination committee
The EU T+1 Coordination Committee is chaired by Ross. ESMA published the summary of its 29 September meeting on 21 October. The meeting took place before the guidelines were published, and the summary shows where work was still unfinished.
- RTS: the Commission said the amended RTS was under scrutiny until early October, with publication expected shortly afterwards. It may also organise a meeting with member states to raise political awareness.
- Corporate events: the ECB said updated CSD plans show more markets expected to comply with the corporate-events recommendations at go-live. The number expected to comply on buyer protection “remains unchanged”.
- Swift: the T2S operator said its T+1 change requests are on track. The Swift 2026 standards release has been deferred to 12 June 2027 to protect testing windows in the first half of 2027. The EU T+1 Industry Committee (EUIC) “did not reach a common position” on the Swift date. A joint EU–UK–Swiss statement confirmed that the testing plan is on track.
- Testing: the EUIC chair said testing must be organised locally. At EUIC level it will not be possible to coordinate industry-wide testing “across 27 jurisdictions and multiple market infrastructures”.
- Transition: a Transition Period Task Force is being set up for practical issues such as IPOs and major corporate actions, possibly through a joint EU–UK–Swiss handbook.
- Readiness monitoring: because survey answers “may be aspirational”, the EUIC is considering publishing data on how market participants actually behave. It also recommends that NCAs collect national data on allocations and confirmations.
- Bank supervision: ECB Banking Supervision will contact a sample of banks again on readiness in the fourth quarter.
The EUIC’s “one-year-to-go” event takes place in Frankfurt on 29 October. The committee meets next on 1 December.
Why it matters
Operations teams should plan around the December date, not October 2027. Buy-side firms that still send allocations as spreadsheets or emails will need to change their matching setup within weeks.
The committee summary also makes clear that no one body will coordinate EU-wide testing. Each firm needs its own plan across every CSD, custodian and broker it uses.
The data-driven readiness monitoring is the item to watch. If NCAs start collecting real allocation and confirmation timing data, firms that miss the timetable may be identified by name.
